UNHCR is even not ready to split the file for those refugees who got the status of refugee a year back? Why US govt. is not accepting such cases still? What type of prove UNHCR and US govt. are looking? He mite a leader by chance and luck . There isn&#39;t much greater concern that he had rendered to displaced Bhutanese people other then any leader in buerocratic level would do.
